Welcome help, or government interference?

I found an interesting article (Diabetes monitoring reaches new levels) about a new program in New York City that plans to collect A1c test results from all 127 labs in the city that are connected to an electronic lab reporting system run by the state.

They plan to monitor the results to identify patients who have diabetes that is not under control (with an A1c of 8% or higher). Alerts can then be sent to the patient and/or their doctor.
